4th axis scaling factor

What is the rotary axis scaling factor in the post processor, and how does it work? I see in several post processors a value of 57.296 which is 360 degrees divided by 2 pi. If I am machining something with a radius of 3 and want to cut at 100 inches per minute, the rotation rate would be 100*57.296/3 degrees per minute or 1910 degrees per minute. Is there a way to set this up with a different velocity on the rotating axis from movement along the rotary axis?
