I am using a ball end mill. The part has a contour top with two parallel vertical walls. After a couple roughing path, is there anyway to to a parallel finishing perpendicular to the vertical walls and have the tools move up and away from the vertical walls at the vertical part edge instead of following the edge and gouging the part?

Is the gouges on the real part or the model
I had the same thing the It was just the display being to course
I increased the display accuracy
and it looked good after that

Seems to me you are using STL model. These models are bad, having lot of hidden triangulation problems.Try following , if the problem persists then get the model imported in some other format.
You can use:
1- Parallel Hell Machining (Steeps)
For such parts why not to use a single toolpath that will give you good result. Try 3D Offset Pocketing Toolpath. This is the only toolpath that takes lot of calculation time but gives very nice finishing.
I think reduce the stepover to 10%
